That may be true for cheap US stretch limos but no Rolls Royce was ever cobbled together. And Phantom V and VI cars are no stretch limos.
In fact these cars once belonged to Mr. A. Fayed, when he owned the Harrods Dept. Store in London.
Mr. Fayed, The Phoney Pharao, had these cars repainted in Harrods green and added the vinyl roof. These roofs were done by real craftsman, as usual. Neither Rolls Royce, its coach builders and owners leave anything to chance.
I am the owner of a 1978 Silver Shadow II with an ex-factory vinyl roof, and from first hand experience I can assure you that my Shadow does not show any missing craftmanship or masses of foam.
But then again, vinyl roofs may be a matter of taste.

Gerrit, i agree - there might be some minor differences between US stretch limos and Rolls Royces
I´m not generally agains vinyl roofs, some cars really look better with them, when the color choice is right.
On these shown cars the color choices are - well, lets say... ok, i better say nothing.
But the main point is is the roof line at the window frames. The top one has a clean line between the vinyl edge of the roof and the window trim.
On this one it looks like "overwrapped" and disturbs the lines.

I agree with you, not every vinyl roof is a success.
Regarding the Harrods cars, I do not like the fake pram irons.

This has been given a twin headlamp conversion.
...the car is Phantom V with single headlights, body design number 980 (The Dinky Toys model #198), in production from October 1959 to 1962, when the design was updated to include twin headlights and different front wing line. This was design number 2003 (Dinky Toys model #152). Phantom VI designation takes over Phantom V from 1968 with Design number 2003/1 (Feldkamp model #303), until 1972 when finally the rear doors were front hinged (Tomica model #F6), until 1991.

Yes you can borrow it as much as you like.
The car in question is chassis #5BX28 1961 Phantom V by Park Ward.
Here the other two, single headlights PV's from (ex) Harrords, and my Dinky resto lookalike:
