Is this storage address in Britain or Bulgaria? If it's a British address it could be that this is a Pitney Bowes facility for ebay's Global Shipping Programme. If you
do offer international shipping via GSP (this can be unintentionally when you have not opted out of GSP!) then the buyer has the right to insist that you fulfill the contract and send the item he bought via GSP. If you don't have offered international shipping then you have the right to cancel the transaction as the buyer didn't match your requirements, and simply refund his payment.

I guess even in Bulgaria you will nowadays have a postal system or courier services that allow for tracked shipping. Bulgaria has been a EU member state since 2007 and is not quite like Afghanistan or Syria.
And no, ebay doesn't block bidders from other countries by default - however, a seller can opt for blocking bids from other countries (or specify a minimum number of feedback etc.). But of course, if a seller has accidentally opted in for GSP then only bids from countries outside of the GSP would be blocked.
