Testors used to have a disk (and, I think, a website) with the basic building blocks for such things. Most who generate the artwork for decals are in the business of selling the decals and are very much wanting you not to have access to clean images that you can copy or download. If you search the web, you can find some stock images suitable to download or copy. Most of them will require you to manipulate yourself using you own favorite software. One thing I do is to Scan purchased decals sheets/sets and individual decals into printable files. I can then print the majority of these on clear or white paper as needed. There will be some that have white, silver or gold on a clear background that you can't reproduce, but an overwhelming majority of decals are easy to reproduce. This is for private use only. If you generate decals from someone else's image and attempt to go into the decal business, that could lead to trouble.

Yes, but it can't print white so when you do print the background it will be clear (i.e. no background). That is also how you print white images, logos or lettering when they are on a colored background. You use white decal paper and the color parts print but will not print anything where the white image, logo or lettering is. The white decal paper becomes the default white printing. That same white decal paper gives you a more true color when installing on dark colored models. In some cases, on very dark models, I will cut out a piece of white decal film the same size as my decal(s) and lay that on the model first and then lay the actual decal over it. That will give you very true colors. If the model is white, you can use clear decal paper or white paper.
