If anyone can assist on the make of the model or manufacturer it would be greatly appreciated. Model looks to be pre-war, European design, has "ENGLAND" on base. There is some other faded word but unable to make it out. Model measures approx 59mm long x 20mm high

Yes, definitely Briatins Lilliput series. (The cars are absolutely delightful!)
