That does indeed appear to be German!
Nick covers the giftset here, but there is no mention of any overseas issue.
I would be extremely interested to know whether the German language extends to the box inlay and the back of the box. Any chance of some more photographs?
Either way, I think this is an exceedingly rare box.

Here's another one that I took pictures of in the US:

The back of the box contained German language as well - but as the set was rather flimsy, I did not turn it over for taking pictures of the back....
I have seen a couple of these sets with German writing over the years - only this type of box (PS Set) was done in German language.

thank you for the additional photographs. it's extremely interesting that not only the cover but also the cardboard insert to hold the models has been printed in German.
As regards the back of the box, my interest there is regarding the list of 1-75 models. Does it still stop at 76 (the Cadillac Sixty Special, which became 27c), or does it tell us what no. 77 was supposed to be? (See this thread for why this would be useful.) Perhaps you could have a look using a mirror?

There are a few different German sets know.

Pictures are covered on CD rom I made covering all Matchbox giftsets until 1970.
Some of you might have this CD rom. I made this around 2004 I think.
I will seee if I can post some pictures here when back from work.
