win and cant get items

won 2 items last month
cant get invoiced
seller not happy with winning bids
canceled 1 item ,claimed lost
raised contracted shipping 2x
contacted epay india help (2 hours) 10 days ago, was only concerned that sellers actions would bypass fees owed
no reply as yet, but wanted 5* right away for doing good job on the problem
apparently told seller rules dont apply,just relist items
another 1.5 hour to india today, have to call them,( if they call you,the auto system failed 4x.)no other contact possible ,no email proof ,no documentation/response provided.even after asking on the recorded call 3x.
said I had to report by other methods and give seller 10 more chances and 7 days
spent another 1.5h trying to jump thru those fire hoops
reported, relisted items as fraudulent listing.
BS reply from seller it is my fault for not taking inflated offer for 1 item.without invoice, dont have to accept bids or listing details.just applies to buyer.
like stories?
suggestions?
any super solicitors here ,would love to nail them $$$ and force original inception rules, not make it up as they go
