Hi Tim,
It looks like it could a Heros toy made in Western Germany.
Hermann Rossberg KG (HEROS)
I have a few of these but with the earlier wheels. Two of them have a circular label. Another unlabelled is a car transporter. I have had these since the 1970’s.
