Painting White walls by hand on such small wheels is difficult. You could try finding some White electrical cable a little smaller than the wheel. Cut an inch length, strip away the inside wire to leave just the outer insulation, the White part, slide this onto a metal rod such as a screw driver so it's a snug fit and carefully cut around the circumference with a sharp modelling knife. What this will give you are very thin White washers made of soft plastic, ideal for sticking onto those Black wheels to give the effect of White walled tyres.

You will need to practise with cutting them thinner and thinner until you are happy they are thin enough to be glued to your wheels.
