I'm always getting those offers. Just another way for them to make money off of you.

Paypal credit has been around for quite a while, but I understood the price was always higher because of the credit charges

it only shows up when they are pushing credit to (well qualified ) buyers, where seller has agreed/signed to plan
they track ALL you do, so if you click (correct) seller and look like you have money they can get your offered the credit
usually it is an over priced rent a space seller, 200+ items endlessly listed and sold to/fro between the various alias's
