Covered Wagon break lever Modern Products

Anyone ever noticed this before ? Seen a few of these but never noticed the break lever.
It's not a brake lever, it is a whip. There should be a length of piano wire attached. This is from Nick Martin's site:

I have the six-horse version, but the driver and whip have gone missing over the last 60 years, so your model being basically complete is quite a find.
