Wow! not seen this before. It looks like an East German interpretation of something we would see in a Gerry Anderson puppet series... :D

Toy cars with 'AUTOSERVICE' (a service car sent out by a garage to do minor repairs etc), do tend to eminate from Germany, but I do not recognize your example and can only suggest it looks late 1960's.

Any logos, numbers or names on the base.
