21c Commer Milk Float

The NAMC’s “Catalog of all Series Matchbox Models” (second edition) has an even more confused listing than usual. However, what appears to be a decal crossover model is listed as variation 21-3F: 8 x 18 GPW, white load, green windows, snap-in base, cow decal on door, first-type decal on roof board. This strikes me as being an extremely unlikely variation since I am convinced that the decals were provide to the factory as sets rather than individually.
The AIM's “1-75 Series Regular Wheels” catalogue (second printing, 1983) does not list any variations not already recorded by Nick, and neither does Stannard.
Houghton has an intriguing model as variation 21c-4: 9 x 20 BPW, green windows, bottle decal, cream load, snap-in base. If confirmed, this would slot into Nick's table as the new variation code 7 (although I do wonder whether, time-wise, it should actually be down towards the end of the listing).
U.K. Matchbox did not examine the model.
