Ideas Welcome

More of a fun buy than a serious collection addition, this arrived today. It's a tiny locomotive, probably one of the smallest toys I've seen with wheels that turn (didn't measure it but it fits on my fingernail!). The lack of attachment at the rear, combined with the loop at the front made me wonder if it's a charm or something similar rather than a dolls house accessory? All suggestions (serious or otherwise) welcome

I would go for a charm bracelet piece or pendant, possibly silver plated

The riveted wheels on something so small is curious. It could easily be a charm, maybe a game piece. I do know that small bits of jewellery and little toys were used in Christmas crackers in between the wars before they were banned and for years afterwards.

Thanks guys, I hadn't thought of the cracker toy idea but that would make the turning wheels more likely. I'd have expected a charm to be one solid lump, the wheels on this are actually on full width axles
