Those wheels do suit the model and there is no reason I know of why a real combination should not exist. The #44b Phantom V was introduced in February 1964 as a direct replacement model on number 44, so presumably the Silver Cloud was made right up to the Phantom V's release, which means there are batches of the Silver Cloud from January into February 1964 production, so they must have been around in the factory while production of the new model with it's Black Plastic Wheels was being started.
