Heinz Centenary Pen Stand

Only a £1 at the local boot, a few marks and scratches but it's in reasonable condition considering. Does anyone know anything about it? I had a quick google but didn't see anything similar.

Nice catch, especially for that price! Have seen one before, but years ago. Presume made on commission by a 3rd party for Heinz. Not Matchbox/Lesney product.
