Anyone know what this tool is?

ok i go to a fender telecaster guitar forum and someone posted this there trying to find out what this thing is

the guy said it was his parents from the 80s...his dad was into woodworking...fishing...camping...and general outdoors stuff...there are no markings on it...if outstretched its about 18 inches long...somethings that have been ruled out...fish scaler...compass...ive searched on so many different things and came up with nothing...its been posted on lots of other forums...reddit has a what is it place and no one could guess it there...its been sent to this old house and people have been asking in their special places online and in person...anyone know what this gizmo is?

It looks to me as though the brass-coloured piece is a bi-directional handle/grip (note the four cutouts for four fingers). Working on that basis, it would appear that each end is used interdependently (but for what?).

It is a fish de-scaler. You pin the fish with the pointy end to a chopping board or similar and rub the serated end up the side of the fish against the direction of the scales thereby removing them. This would be used for a large fish like a salmon.
