Hi Bob.
I'm sure the horses were fully trimmed before they were attached to the bus, Looking at the sorry solitary horsebus in my collection the trim on the horses tails goes straight down the center of the tails, If the horses were attached before the trim was applied then the trim would be offset to one side, So it can't be a pure coincidence that this one missed the white trim from the horses, the black trim from the drivers hat and all eight decals got missed too.
Also the horses look a slightly brighter brown than my example.
I think you have found a trial piece, compare the colours to the other horsebuses in your collection and also the casting for any variations not found on a regular model.

The lower deck ceiling is painted, so would probably have been issue 4 if trimmed. Castings are all as normal, single rivet attaching the shaft for the horses.
This is the line up of models I have. Note the second example with trimless horses with the Lone Ranger in charge. There appear to be three shades of horses, and indeed mixed shades on the same shaft on one of the models. The example with creamy coloured seats/driver component at the right hand end of the line is the hardest of the horse buses to find.
This example is in the hands of Steve Cutter, an American collector. Note a similar lack of painted trim, and what appear to be the same shade of horses as my examples with missing trim.
This one has all the transfers in place.
