My first Pre War Dinky - is it a resto?

Postie arrived today with what could be my first pre war Dinky
There was a 29b Streamlined Bus in my Dad's suitcase of his old Dinkys that my brother and I were allowed rare access to as kids and they have appealed ever since. Whilst looking through them on ebay last week I spotted this one, and in spite of the fact it was listed as 1947-50 the livery looked pre-war to me (see - all the reading does pay off ). A look through the pictures showed the rear window was still open - another pre-war sign I didn't pay much attention to the base shot by this point, but did notice it had smooth wheels. Now I've got it, the axles and tyres look far too new to my eyes so I'm guessing they at least have been replaced. I have also noticed a blob or two of the darker blue inside the body - is this to be expected or has it probably been repainted at some point too? I must be honest, I don't mind either way as I'm still really happy with it, I'm just curious.
