Hello McCarthyMR, your Mini 'HI-WAY' racing car comes from an off-shoot series of bigger trucks introduced in 1966. This new race car based series came out in 1969 as a series of 6 race cars, all named after race tracks as follows...
Silverstone.
Daytona
Monza.
Nurburg.
Usaki.
LeMans.
...and 8 rally cars named after rallies as follows...
1000 lakes.
Tulip.
Geneva.
Monti-Carlo.
Acropilis.
Safari.
Alpine.
Ulster.
This last one is your 'Ulster' car.

I can't help you with any information on these, but I found the website below which has some nice images at the bottom of the page which shows others in the range:

That is a good website Johnboy, nice searching, why didn't I just think of that, it would have saved a lot of head scratching on my part and a lot of typing...!
McCarthyMR, tell your Mum to...'pack it in'...I am not anything of the sort, I just try and remember things from my past...OH BLAST! I'm giving my age away now...see what you've done.
I have a good mind to come round and give your Mum a slap, there, that's told you...
Nite, Nite,
Ghosty.
