yes you're right, they came in "GRAFFIC CITY" set. Here is mine, models a bit sunfaded.
There could be another, smaller, set with the "0-4-0 steam loco" and the "passenger coach", maybe on a blistercard...

Mint 'unpainted' Graffic traffic are not the easiest to find, but I think he's being a little optimistic!!
