13c Axle Brace Query

Another one of these instances where having only one example of a model makes coding difficult! How pronounced are the front axle braces on the 13c (baseplates 2 and 4). I have this example pictured and if the small lip under the axle is a brace then it's an unlisted variation as there are no grille blocks. If the lip isn't the brace then it's a Code 22 or 23, I don't know which as the hook is bent and I get a measurement of 21mm.............
