They look like an in-house promotional issue, possibly given to an employer on leaving the job or for serving so many years good service to the company.
Dawsons is a road haulage company, so it seems logical to apply those paper based labels to a truck and trailer and the date of issue is likely to be tied in with when that model was currently on sale in the shops.
Celcon blocks are like breeze blocks. soft airated building blocks.
