Hi,
This looks like superdetailing added by a previous owner.
Very nice camper though with the fuel filler cap.

I agree superdetailing by a previous owner without a doubt. I have a SF#69 With similar superdetailing done by someone in its past.
If the camper was mine i would be trying to remove the over paint. Especially seeing as it is the rarer fillercap variant.

How do I remove it, with least possible damage? Funny, in the same group of cars there is a #69 Rolls with red tail lights and yellow fog lights..
