Also picked up this model last weekend, until I started checking it against another model I never realised how small the wheels are.
All the wheels are 11.3mm, with faint writing on some which I have still not made out yet. The model does not have a hydrosleeve,
so I am not sure if it was fitted at all.
Just wondering if anyone else has come across this, I am thinking it could just be an odd ball one and not a proper variation.

The switch to those wheels came about near when the 13d Dodge wrecker was released. All the early versions of the 13d had LESNEY embossed on it's wheels.
As to the actual measurements, many wheels do not measure up the the posted sizes. The actual cataloged sizes are rounded up or down to fit whole and half metric sizes.
