How, the models in that category have low friction wheels, they were not made by Lesney so they ARE models converted to low friction or at least made from start to finish with low friction wheels, which to me negates the use of the word 'NO'.

Since 1969/1970 was something of a watershed moment for the toy industry, the idea was to split, let's call them "pre-low-friction models" from "the rest". This category was supposed to capture "the rest", i.e. models which either continued to be manufactured with traditional wheels or which were issued right from the start with low-friction wheels. The explanatory text was supposed to make it clear that this was not the correct category to place a model which was
subsequently converted to low-friction wheels (since, having traditional wheelsets, that would fall into the "pre-low-friction wheels" category).
Perhaps we need slightly different wording next year?
