I think that has been detailed by a previous owner. It should have knobbly 11x24 wheels and these look like 45 treads. Also the trim looks as if it was brushed on.

Yes, that trim is pretty funky looking. It does lean hard towards owner detailing.

Now that you've pointed it out I have to agree that it might be super-detailing. (On the other hand, there does not appear to be any other detailing.)
