Sorry I left that info out and thank you to Rob for the history on the labels.
I purchased this from Paul Carr a way back and he informed me the labels were stuck on models for identification or tracking purposes.

I can go along with the label idea, but I would have thought they would be placed on the baseplate, not on top covering detail that may be important to see if the model was a 'Pre-Pro' or 'Colour Trial', as in this #24c late version 'Superfast' model.

I know what you are thinking Reg, but i think this #45 is straight mate regardless of the sticky label

Since the label refers to 24-A-1, my guess would it is a collector-applied label.

Here are my two versions, with smooth hubs and with 5 Arch hubs, I acquired both at the same time.

Both had square labels on the rear with different identification codes, the exact same labels as Jason has on his. When I aquired them I decided not to keep them on the models which was many years ago now. If it was today I would certainly make the different decision to keep them on, as in my opinion they show exactly how the models left the factory and can also be used for comparison with others.

I also have both wheel types but without any R&D stickers.
