Its to hold the wheels in or used in the process of putting tyres on rims.

I got this from a former tool maker and the last clue is that is was used to level things ?

Just to add it wasn't used with any other machinery and was used on its own, and involved blue chalk ?

It's a "pint level", probably used on his lunch break, at the local pub. ;)

It's a plumbob off a left handed sky hook
Or maybe a stand for a set of skirting board ladders
