Matchbox models on old HO layout (photo)

I wasn't even close with my previous guess (as confirmed by the close-up)! But here's what I've deduced about No. 12:

-It looks like a COE truck.
-It looks like it has a header-board.
-It is a light and/or bright color, and not two-toned.
-It looks to have silver trim on the grill (at a minimum).

Having made all those observations, I haven't a clue what that model is...though it doesn't seem to have been made by Lesney.

I had a few models that were not Lesney. Some Budgie and some Tootsie Toy models. There was a Tootsie Toy station wagon about the size of early matchbox and the common Budgie horse box, those are the only two I remember (it's not either of those). The other problem is the amount of flash return on some items in this pic make it hard to see what things are. It's a photo of a photo that has been scanned. The camera I had was an inexpensive box camera hand me down and it was made prior to WWII (I still had that camera up until 2005).
It might be time to start my "Bucket List."

Do you have the original print? A photo with a high resolution camera (like an iPhone) may reveal more detail than a normal scan, which is usually set for same-size reproduction.

I am thinking number 12 may be a 38a Karrier Refuse in silver. I also wonder if there may be another model or accessory between 12 and 13.
