I will first take a look and second mane a close picture of that.
From memory, it seems that axle ends are plastic with some plated coat that could have been partially lost.

They are metal. But which one ? The light green color seems to be surface oxidation. That goes away by scratching with a nail. No xidation anywhere else, even on the small axle part visible behind the wheel.
Curiously, I got another Lonestar Cloud with the same thing. But color isn't light green, but just rust. And this Cloud comes from another collection and is mint too, in box.
