OK thanks for looking. The mystery remains, but to me the most likely explanation is that they had some leftover stock of old models which they used up in these sets.

I did some googling but I'am not as smarter as before. I have seen some sets including a Plymouth Gran Fury police car...

That sounds like it would go better with the date of the set.
Now you mention it, I think I've seen a set with that model in it.
Vectis or an American auction sight might have some achieve photo's of mint sets.
