I see no similarities between the Peug 403 & Roller whatsoever whether in size,body shape or contours.
Only the banged-up Roller does at a glance resemble the Peug 403 as per the pics.

Neither do I. I cannot understand why Rolls Royce would apply an early 1950's Italian design, with details that are clearly from a bygone era, for a car that was launched more than 10 years later? Does not make sense to me.
What they do share is: 4 wheels and doors, a bonnet, a boot, front and rear bumpers (exterior). Now where have I seen that before.
The Silver Shadow was much more developed with features of the US car industry, which fascinated RR strongly. With that in mind I do not think the Americans would have been very interested in paying a substantial amount of money for a bygone-ish automotive design.
I have a library of more than 80 Rolls Royce and Bentley books, but never ever did I read one word about any kind of influence of a Peugeot 403.
And I have nothing against Peugeot personally, should anyone question this.

The Peugeot brand is French but that particular car, the 403, was designed by the Italian 'PININFARINA' body design company.

Many Peugeot were designed by Pinifarina.
403, but 404 too (coupé included) and recently the 406 coupé
