I agree, it is a Tootsie Toy.
Mike, FYI, the correct spelling is "Jeep."

These were from the Jam-Pac line which were sold with about a dozen to a pack for $1 here in the US in the '70s. About half of the ones I own have Tootsietoy and the model name cast into the base, while the others don't. I think I have close to a dozen different playworn, loose ones. The VW Rabbit/Golf however, is a new one to me.

Shockwave - I thought they had their name on the baseplates too - but look at the 'epay' listings - the photo shows it in the Tootsie blisterpack. Midgetoy was a different casting... (no star and Midgetoy on the base)

I have a suspicion it may be Midgetoy. They did a similar looking Jeep in a roughly two inch size.
I most admit, even though I enjoy collecting US slush mold toys, but except for older ones (around the '50s and before), they're very, very bad renditions of what they are intended to be. Heck, that VW looks like a Range Rover!
