The СУВЕНИР (Souvenir) label on the box would suggest this was mainly aimed for the tourist market or visitors of the automotive plant, also as GHOSTHUNTER pointed out the model is a Волга made in the city of Горький (Gorky (nowadays Nizhny Novgorod)) in the same way as nowadays dealer models of Volvo, Porsche, BMW and so on.
