With help here, this very sad vehicle was identified as a Teeny Toy made by Cleveland Manufacturing Of London. It was made in the late 1940s it seems. There's very little about them online but it was claimed to be "the smallest precision clockwork toy in the world".
The back was completely missing and there are no photos showing what it originally looked like but it was suggested that it was loosely based on a Jowett Bradford van, and there are some good photos online of the backs of those showing 2 windows, so I based it on that.
