Leaving feedback for cancelled transactions

A seller recently cancelled a purchase without any explanation whatsoever. Naturally I wanted to leave negative feedback, but was unable to find an obvious link in My Ebay. However, after much clicking, what I did find was a list of all my purchases (including the cancelled one) with a clickable 'Leave Feedback' link. Access is from My Ebay, then click on the Account tab, followed by Feedback (the third heading under Personal Info.

But when he sees the payment details he can still refuse.
Happened to me, returned my “PayPal” payment and cancelled the sale.
