There is an interesting note in the 40 year book page 73 that refers to the badge being advertised as available with the 70a Thames Estate van.

I can recall that find but not the sale.

It was Serious Toyz see here. I bought a few boxed models early in the sale and they were in excellent condition. Tried to buy some more later on and took ages for replies and ended up not getting any.

Funny the Water Tanker #71 promoted a badge for Steam Roller #1.
Seem to recall envying a boy at school with said badge on his jumper. Pretty sure I still got my burgundy Corgi badge - sent all the way from UK - mid 60s.
