This model was recently up for auction on Ebay, However, the listing was cancelled before the end time.
My problems with this model were i) the seller's (Lizar68) feedback score of 1, ii) the non-zoomable photographs, iii) failure to respond to my request for additional photographs, especially of the front of the engine bay (in order to see the engine braces) and the front of the car (for the trim), and iv) the curious, lumpy appearance of the baseplate.

I don't like the look of it. I'd expect much more wear on the base and wheels, and as you say, the base texture is also strange. The rear rivet has a line around it that makes it look like it's been loose. My extremely worn childhood favourite Mk X with very similar paint-loss has a very solid rear rivet. The rear axle peen doesn't look quite right either. It's also odd that a new seller would start with just one of the rarest regular wheels around and nothing else at all.

...so several negatives already against the model's status!

I have seen baseplates where corrosion under the paint has given the finish we can see on the pictured model, but it rarely covers the entire surface area as corrosive particless will tend to attack the base metal where the weakest protection applies, at and/or around the edges of the baseplate.

That's a clever idea! It might we;l be that the baseplate, after modification, has been repainted with something like Hamerite and, as Glenn points out, there is a major disparity between the state of the body paintwork and that of the baseplate, which is also suggestive of repainting.

There's also rust residue on the axle ends but the axles themselves look clean. The rear axle look a bit bent unless it's distorted in the photo.
