New "Variation" of the 4C Triumph T110???

Some time back I acquired a 4C Triumph T110 with the early thin ribbed base and short mudguard brace. It had the 2nd generation fine tread tires EXCEPT for the front, which is fitted with a 9.5mm wheel from the 66B Harley Davidson. Just last week I found an identical example on ebay. Same casting same wheel arrangement.
So, what was that VBDF rule with regard to what constitutes a new "variation"? I'm guessing the rear wheels/tires/axle were fitted to the casting independent of the front wheel/tire/axle. Would these models suggest there was a short run made with Harley wheels/tires fitted up front or would these still be regarded as two simply identical errors?

My, what sharp eyes you have Greg! That's a brilliant spot.
This variation definitely meets Martin's Maxim and so can be added as a separate code.
Is the wheel jammed in the forks on this one as well?

Hi Hugh,
The front wheel turns rather freely on this one but you can see evidence of friction from the forks on the lateral aspects of the tire. Both examples are somewhat playworn.
