I’m thinking Condon but can’t find anything about it.

I can see why you think it might be Condon. However, although the colour combination definitely points in that direction, I have doubts on two counts: i) the wheels are a different pattern to those used on the bus, and ii) this is more of a toy than a model.

I think it may be connected to 'KEMBO' or 'KEMLOW'. I have seen a similar crane in the same colours. Interesting to note the wheels looking like they are fitted for the purpose of running on railway track!

Looks a bit crude for Kemlow(s) but, if it is, it'll be listed in the Illustated Kemlows Story.

Good point, the implication being that the manufacturer has 'borrowed' them from a railway model (probably a steam locomotive). The only railed vehicles I am aware of Condon manufacturing are those in the balast train set, and they have completely different wheels.

I checked my old bucket photos and came up with this photo(easier than finding the toy!),if i had to guess the maker i would say KAY,but thats only a guess
