Gary, I believe that the Matchbox logo using black letters on a white field first appeared in 1984 when it replaced the red letters on a yellow field logo that was used previously. As to the exact date of your sign I don't really know though.

I think it is a little later, more during the period of the grid boxes for 1-75.
In 1983 and a little later we had lighter blue boxes and signs.

I would therefore say 1988.

I think this is from the UK and could be a header above a rack full of 1-75 models in a UK supermarket.
It could also be from Germany as matchbox in Hornbach was very active with promoting their models those days.
I don't think this is from the USA.
