I notice the bilingual packaging and also the title of the linked page. Was this really just a Belgian promotion (surely a rather small market for a significant marketing effort such as this), or did it extend into The Netherlands and France?

I am not sure about that. I attributed it to Belgium because of the bilingual French/Dutch text, and besides the first tea boxes which were shown around in the collecting scene (which may be the same which ended up in the Vectis auction) had been found at the Woluwe swapmeet in Brussels originally.

It seems likely that the promotion also ran in the Netherlands and perhaps Luxemburg, given the fact that a large portion of those models which have turned up in the meantime have been found in the Netherlands.
