Not sure what the Chinese writing says but I would guess something to do with the gas cap color.

I haven't a clue about the Chinese writing, either. But I like the REO pickup casting. REO also built them for sale as the Mack Jr.

If the Gas cap comes off too easily it will cause issues with health and safety (Child proof awareness etc!), so the note may be to do with having the cap cast as part of the neck.
