Many of the packages I receive from USA that come First Class International arrive during the day when I'm out. NZ Post usually leaves leaves a "Card to Collect" if a signature is required or the postie thinks it is unsafe to leave the package. No set policy for this sometime packages left in mailbox other times have to be collected.
"Card to Collect" entails me going to the deposit to collect and sign for. The tracking number is recorded by NZ Post along with my signature and identification (usually driver's licence).
I doubt if this information is sent back to the seller but I would assume that if there was a problem with buyer claiming non delivery that the seller could contact NZ Post to see if the parcel has been delivered.

Just checked some of my empty boxes - items from UK can be sent Tracked & Signed for (3 models) £15.00 postage, USA - Tracked but no signature required (1 model) $13. Checked USPS website and items are tracked to delivery - so delivery can be confirmed but with no recipient's signature guess eBay could claim not delivered.

Those signature receipt cards seldom ever get returned to the USA. That's the problem in a nut shell. Seller and buyer pay for expensive shipping that requires a sig. Then if there is any problem, the seller does not receive proof the item was signed for. Seller has to produce that receipt showing the item was signed for to prevent ebay from refunding the buyer all the costs (including that expensive shipping cost).
It might be time to start my "Bucket List."
