Has anyone else noticed that, at least sometimes, if you watch a BiN but don't buy it, Ebay sends you an offer to but it at 10-15% discount a week to ten days later?

Yes, I get those types of offer after viewing various models on Ebay, they leave messages in my 'In Box'.
