Pete,
This is usually not the sellers fault as Ebay has a sneaky way of convincing sellers to let E-bay do the shipping for them. The scam, eerrrr plan, is that the seller sends your package to an Ebay shipping location which in turn does all the needed shipping to the overseas buyer. If when the seller is listing items they are not careful, Ebay will stick this option onto the listing. The seller actually has to click to get out of it, unlike most items where you would click to add it.
There are some of us in the US that would be able to forward a package to you if you needed. Also, if you let the seller know about this they may be able to help you out.
This is not just a US issue as the same thing happens when I search for items in the UK sometimes.

Hi I buy quite a few things from America I usually find the postage very good but when it gets above $20 I start to think. There is a rumour about that ebay are thinking about charging the buyer a premium of 10% which will start to make things dear. Most auction houses now are 25% & some are 30%. Pete

I thought the Global Shipping Program applied to US sellers only. I've sold on ebayuk for years and never heard of it here, has anyone else? I do recall when we talked about this before that ebay were touting the scheme as something which would help buyers (in certain countries outside the US) to buy things from the States. Have I got it wrong?

I won't even ship overseas on eBay sales any more as it has become such a hassle with USPS. But the GSP is the greedy scam of all eBay scams. You definitely have to be aware and opt out when you list an item on eBay.

Hi Pete , I have a USA address with Mail Distributor ( Bongo us ) who then send it on to me at a competitive price ,which is also good for sellers in the USA who wont post overseas , and also those who do free delivery within the mainland states .
