Any wheel I measured so far on regular has a deviation of anything between +/- .5 mm Sometimes when a kid played with it wheels are smaller of course, but I have the same problem with new (boxed) models too. I think it a mass product and depending of the production process those deviation can be explained?
I would have thought that in the 1950s a manufacturing tolerance of +/- 0.5mm would be perfectly acceptable on an item measuring 12mm, particularly on what was, after all, a toy. I tend to reckon that all those 1:1 cars that were referred to as 'Monday Morning' or 'Friday Afternoon' specials were just those which happened to have an unfortunate combination of components at opposite extremes of the tolerances. Ford used this to their advantage when getting the Escort Mexico Mk1 homologated for rallying, the capacity of that particular 1600 Kent engine was quoted as 1601cc, all the others were 1599cc, the 2cc difference was obtained purely by using the tolerance extremes and presumably they could have gone down to 1597cc too.
