27c - Cadillac oops

Not sure how this would have happened. Not enough gap for the wheel to come off the axle.

the axle looks to be below the body...i suspect the riveted end wasnt very good and the wear on the wheel hole made it easy for the wheel to slide off the axle
Please use a web hosting site (like photobucket) to store pictures so you can post them here, using attachments makes it hard to view the pictures when you have to scroll to see them. Seeing comparisons of models is hard to see with attachments too.

I don't think that's a mistake. All of the models with axles bellow the finder skirts have unfinished axle ends.
Most have the copper colored axles. Please see. Photo.
