I seriously doubt it is rare as TootsieToy was a prolific producer of toys, all quite cheap so millions were sold. I haven't been able to locate any kind of database on what was produced, or how many of each. I do know that almost every flea market and garage sale I go to has piles of them for sale....

TootsieToy is a US toy manufacturer that is remarkably still in business although they don't make models like yours any more. There is a tremendous amount of information on Cliff Seeley's site here.
