This reminds me of something I have seen made by one of the hollowcast lead manufacturers such as Britains, Charbens or Crescent. Most aftermarket bus transfers in the UK were made by a firm called Mabex, and back in the days before EFE and Corgi Classics a lot of bus enthusiasts/collectors used their transfers on Lesney and Dinky products as well as white metal kits.
